A message dated August 8, 2012, was received stating the Governor                                                               
read the following resolution and is transmitting the engrossed and                                                             
enrolled copies to the Lieutenant Governor's office for permanent                                                               
filing:                                                                                                                         
                                                                                                                                
     HOUSE CONCURRENT RESOLUTION NO. 34                                                                                         
     Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of                                                             
     the Alaska State Legislature, concerning Senate Bill No. 25,                                                               
     establishing the sustainable energy transmission and supply                                                                
     development program in the Alaska Industrial Development and                                                               
     Export Authority; relating to the interest rates of the Alaska                                                             
     Industrial Development and Export Authority; and relating to                                                               
     taxes paid on interests in property owned by the Alaska Industrial                                                         
     Development and Export Authority and to the local contribution
